MINUTES OF MEETING HELD ON 20 JANUARY 2026

A meeting of Treflys Community Council was held on Tuesday 20 January 2026 at Beulah Reading

Room.

Councillors present: Messrs Hugh James, Chris Fairhurst and Allan Taylor and Mrs Amanda Thomas.

Also CC. Peter James and CC. Bryan Davies.

Apologies: Mrs Freda James and Mr Ian Powell.

No apology: Messrs Estyn James and Roland Wear.

Mr Hugh James (Chairman) presided.

1 DECLARATIONS OF PERSONAL INTEREST

There were no declarations of personal interest recorded

2 MINUTES OF PREVIOUS MEETING

Minutes of meeting held on 22 May 2025 which had been circulated to members and displayed on

the website were confirmed as an accurate record by Mr Chris Fairhurst seconded by Mrs Amanda

Thomas and signed by the Chairman.

3 MATTERS ARISING

a) Sewerage System

Still an ongoing problem. Inspections are being carried in properties, understand the system is filling

up with rain water.

b) Sulphates in river – waiting a report from NRW. Mrs Amanda Thomas stated as the stream sited

at back of Dryslwyn requires cleaning.

c) Mobile Post Office

Mr Mark Hughes still in negotiation with Royal Mail, probably the location will be Llangammarch

Wells.

d) Sustainable Powys

A grant funding of £3000.00 has become available via PAVO for young people.

CC. Bryan stated as in the previous meeting held in County Hall presentations were given by

Llandrindod Town Council who have taken on an “Odd Job Person ”cleaning streets etc: Builth Wells

Community Support stating the vital services they provide across Builth Wells and Llanwrtyd Wells

localities.

e) Highways Issues

Speed limit reduction through Village. Contact the North and Mid Wales Trunk Road Agent.

f) Garth Memorial Garden

Draft Lease for 25 years received from Powys County Council. Mr Chris Fairhurst contact Powys C C

confirming acceptance.

5 HIRE CHARGES FOR READING ROOM

Invoice received from Beulah Reading Room Management Committee for hire from 2019- 2025

amount being £320.00, agreed to include charge for this evening in same payment. The amount

being £340.00.

6 SET BUDGET and PRECEPT for 2026/27

On the proposal of Mrs Amanda Thomas seconded by Mr Chris Fairhurst agreed to apply for a

precept of £6000.00 .

7 REQUEST for FINANCIAL ASSISTANCE

a) Urdd Gobaith Cymru No Action

b) Beulah and District Show Agreed to forward a donation of £30.00

c) Wales Air Ambulance Agreed to forward a donation of £100.00

d) Garth Fireworks Display Agreed to forward donation of £75.00

8 REPORT 2024/25

Under the 2021 Local Government and Democratic (Wales) Act Councils are required to produce an

annual report. Members approved report prepared for 2024/25

9 SECTION 6 BIODIVERSITY and ECOSYSTEM RESILIENCE DUTY

This duty was introduced under the Environment (Wales) Act 2016. A three yearly requirement that

all public authorities publish a report detailing the actions taken to help maintain and enhance

biodiversity. Members approved the plan prepared for 2025/28.

10 Appoint Internal Auditor 2025/26

Mrs Diana Samuel re-appointed

11 NOTICES DISPLAYED

a) Members receive “Nil Payments” for year ending 31 March 2025. Same has been forwarded to

The Democracy Boundary Commissions Cymru

b) Audit notice of appointment for the exercise of elector’s rights for audit year ending 31 March

2025

12 CODE OF CONDUCT TRAINING RECORDING

This is available via Powys County Council Standards Community Sub-Committee for Town and

Community Councils. Cost incurred will be £60.00. Agreed to purchase.

Consideration for further responses to this application have been suspended until 16 February 2026.

Members agreed to forward an objection to PEDW

17 ANY OTHER BUSINESS

a) Milestones

Mrs Amanda Thomas made reference to the condition of 3 milestones between Beulah and

Abergwesyn, dislodged and requiring a makeover. Agreed to contact the YFC.

b) Replenishing Salt Bins

CC. Bryan Davies informed members to log onto Powys County Council with a request

No further business was transacted. The Chairman thanked everyone for attendance and declared

the meeting closed at 9.10pm.
