Treflys Community Council – Meeting Minutes
Date: Thursday, 22 May 2025

Councillors present: Messrs Hugh James, Chris Fairhurst, Estyn James and Allan Taylor; Mrs Freda James and Mrs Amanda Thomas. Also CC Peter James.
Apologies: Mr Ian Powell and CC Bryan Davies

1. DECLARATIONS OF PERSONAL INTEREST
There were no declarations of personal interest recorded.

2. MINUTES OF PREVIOUS MEETING
Minutes of the meeting held on 22 January 2025, which had been displayed on the website and circulated to members, were confirmed as an accurate record by Mr Allan Taylor, seconded by Mr Chris Fairhurst, and signed by the Chairman.

3. MATTERS ARISING
1) Sewage System:
CC Peter James stated that NRW are reporting to Powys County Council. Further findings will be put forward at the next Community Council meeting.

2) Mobile Post Office:
No further response received from Mr Mark Hughes. Clerk to contact Royal Mail.

3) Sustainable Powys:
Two meetings of local Community and Town Councils were held on 12 February and 14 May, and two meetings with Powys County Council in February and 20 May. Discussions were held at the local meetings prior to the later meeting in County Hall to get a vision of what needs we were looking for in our communities and to get some clarity of where Sustainable Powys is taking us, with the central hub to service us in Llandrindod Wells. County Councillors have great concerns over this move. The next meeting to discuss the same in County Hall will be held in October (date to be confirmed).

4. HIGHWAYS
a) Work has been carried out on the Abergwesyn road; further work is required.
b) Speed Limit in Village: CC Peter James is awaiting a date for a site meeting with the Transport Minister.

5. FINANCE (23 January – 08 May 2025)
Current Account – Receipts:

Expenditure:

  • Wales Air Ambulance (Donation): £100.00

  • Wales Audit (External Audit 2018/19): £233.75

  • HMRC (PAYE 2024/25): £300.00

  • Clerk’s Stipend & Expenses (2024/25): £1348.90

Balances:

  • Current Account: £4526.18

  • Reserve Account: £8006.83

6. MEMBERSHIP – ONE VOICE WALES 2025/26
Agreed to renew membership. Fee: £111.00

7. APPROVE RUNNING COSTS SUPPORT
Agreed to forward a contribution of £500.00 each to Garth Village Hall and Beulah Reading Room.

8. VILLAGE PUMP
Repairs have been carried out voluntarily to the Village Pump, which has been re-sited onto its original site. In lieu of costs incurred, the volunteers wished to forward a donation of £100.00 to Beulah YFC. The Chairman moved a letter of thanks be forwarded to Messrs Hywel Lewis, Glyn Morgan, Edwin Lewis, and Rob Loveridge.

9. REQUEST FOR FINANCIAL ASSISTANCE
a) Builth Wells Community Support – Agreed to forward a donation of £200.00
b) Llangollen Eisteddfod – No Action

10. APPROVE PAYMENTS

11. PLANNINGS

a) Application Ref: 24/1859/FUL – Erection of an agricultural livestock building at Llwyncadwgan, Llangammarch Wells LD5 4Uf for T Davies & Co
b) Application Ref: 23/0366/FUL – Siting of 2 cabins for holiday accommodation, installation of sewage treatment plant and all associated works at Caerau, Beulah for R & J Thomas
c) Application Ref: 25/0240/Conversion – Conversion of garage and erection of first floor extension over at Penpiod Barn, Garth LD4 4AG for Mr Edwards

12. GARTH MEMORIAL GARDEN
Mr Chris Fairhurst stated that Powys County Council is in agreement for the Community Council to take control of this area. The hedge requires cutting low to improve visibility, and the area grassed. Mr Fairhurst agreed to action same.

Letter of thanks for donation received from Wales Air Ambulance

15. DOG FOULING IN VILLAGE
This is proving a health issue in the village, particularly Abergwesyn road. CC Peter James agreed to contact Highways regarding the possibility of providing a bin near the church.

16. ANY OTHER BUSINESS
CC Peter James stated that Powys County Council has introduced an Anti-Poverty Locality Fund 2025/26, funded by the UK Shared Prosperity Fund. Each County Councillor has been allocated £5,000 to support anti-poverty projects within their locality.
